COUNCIL MINUTES

JANUARY 19, 2016

The regular meeting of the Pooler City Council was held on January 19, 2016. Mayor Mike Lamb called the meeting to order at 6:00 p.m.  Present were Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman Ashley Brown, Councilman Mike Royal and Councilman Stevie Wall.  City Manager Robbie Byrd, Finance Officer Michelle Warner and City Attorney Steve Scheer were also present.  Councilman Bruce Allen was absent due to work.

            The invocation was given by Mayor Lamb and the Pledge of Allegiance was led by Councilwoman Black.

            The minutes of the previous meeting were approved as printed upon a motion by Councilwoman Benton, seconded by Councilman Royal, with no opposition.

            The minutes of the December 21st Executive Session were approved upon a motion by Councilwoman Benton, seconded by Councilman Royal, with no opposition.

Report from the Standing Committees:

FINANCE

            Councilman Wall presented bills in excess of $1500.00 and made a motion to pay, subject to funds.  Motion was seconded by Councilwoman Benton and passed without opposition.

            Councilman Wall made a motion to appoint Councilwoman Benton as mayor pro tem.  Motion was seconded by Councilwoman Black and passed without opposition.

PUBLIC SAFETY

            Councilman Royal reported that in 2015 the fire department responded to 3421 calls and that this year the police department has responded to 1888 calls.  Further, that Police Captain Jim Ward has been promoted to Major/Deputy Chief and Lieutenant Karen Zantow has been promoted to Captain.

STREET/DRAINAGE

            Councilwoman Benton reported that the street and drainage departments performed routine maintenance.

WATER/SEWER

            Councilman Brown reported that the water and sewer departments performed routine maintenance and that all parameters are being met at the wastewater treatment plant. 

RECREATION  

            Councilwoman Black reported that youth basketball games have begun and that registration for baseball, softball and t-ball continues.

           

BUILDING/ZONING

            Councilwoman Benton reported that in 2015 there were 162 single-family residential, 93 attached unit and 149 commercial permits issued.  Further, that eight (8) new single family residential and four (4) commercial permits were issued this year, with 18 inspections performed.

            Mayor Lamb presented a plaque to former Councilman David Burke, thanking him for his service for the past six (6) years.

            Mayor Lamb presented a 10-year service pin to Deputy Fire Chief Scott Cribbs, thanking him for his continued service.

There was no OLD BUSINESS to discuss.

Under NEW BUSINESS the following was discussed:

1.  Site plan for Woodspring Suites Hotel

            Woodspring Suites Hotel, a four (4) story hotel with 120 rooms is proposed to locate at 120 Southern Junction Boulevard.  Mr. Byrd stated that Planning & Zoning and staff recommend approval.  Councilwoman Benton made a motion, seconded by Councilman Wall, to approve the site plan, contingent upon airport approval.  Motion passed without opposition.

2.  Alcoholic beverage license for Sarju Patel at Coastal Spirits

            Sarju Patel submitted an application to sell alcohol at Coastal Spirits at 107 S. Godley Station Boulevard.  Councilman Wall made a motion to approve the license.  Motion was seconded by Councilman Royal and passed without opposition.

3.  Alcoholic beverage license for Darren Steffy at Publix

            Darren Steffy submitted an application to sell beer and wine at Publix Supermarket.  Councilman Royal made a motion, seconded by Councilwoman Benton, to approve the license.  Motion passed without opposition.

4.  Temporary/special event alcoholic beverage license for Tejash Patel

            Tejash Patel submitted an application to serve alcohol at a special event to be held January 23rd at the Ramada Inn.  Councilman Royal made a motion to approve the license.  Motion was seconded by Councilwoman Benton and passed without opposition.

5.  Proposal from Rhythm Engineering for InSync Adaptive Traffic Control System for six (6) intersections

            Mr. Byrd presented a proposal from Rhythm Engineering for an InSync Adaptive Traffic Control System for six (6) intersections along Pooler Parkway.  Councilman Royal made a motion, seconded by Councilwoman Benton, to approve the proposal in the amount of $247,000.00.  Motion passed without opposition.

6.  First Reading on amendment to utility ordinance regarding due dates for water and   sewer bills

            Mr. Byrd presented an amendment to the utility ordinance to change the due dates for water and sewer bills, stating that bills that were due on the 1st are now due on the 5th of every month and bills that were due on the 15th are now due on the 20th.  Councilman Brown made a motion to approve the amendment.  Motion was seconded by Councilwoman Benton and passed without opposition.           

            Councilman Royal made a motion to adjourn to Executive Session at approximately 6:22 p.m. to discuss personnel, legal and real estate matters.  Motion was seconded by Councilman and passed without opposition.

            Mayor Lamb called the meeting back to order at 6:35 p.m.

            Councilwoman Benton made a motion to approve the purchase of property at 117 W. Collins for $125,000.00 to be used for public purposes, including parking.  Motion was seconded by Councilman Royal and passed without opposition.

            Councilman Royal made a motion to renew the lease for the property the police department utilizes, for 11 months with the same terms.  Motion was seconded by Councilwoman Benton and passed without opposition.

            There being no further business to discuss, Councilman Wall made a motion to adjourn at approximately 6:38 p.m.  Motion was seconded by Councilman Royal and passed without opposition.
