COUNCIL MINUTES

MAY 16, 2016

The regular meeting of the Pooler City Council was held on May 16, 2016. Mayor Mike Lamb called the meeting to order at 6:00 p.m.  Present were Councilman Bruce Allen, Councilwoman  Rebecca Benton, Councilwoman Shannon Black, Councilman Mike Royal and Councilman Stevie Wall.  City Manager Robbie Byrd, Finance Officer Michelle Warner and Attorney Craig Call, on behalf of City Attorney Steve Scheer,  were also present.  

            The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilwoman Black.

            The minutes of the previous meeting were approved as printed upon a motion by Councilwoman Benton, seconded by Councilman Royal, with no opposition.

            The minutes of the May 2nd Executive Session were approved upon a motion by Councilwoman Benton, seconded by Councilman Royal, with no opposition.

Report from the Standing Committees:

FINANCE

            Councilman Wall had no report.

PUBLIC SAFETY

            Councilman Royal reported that the police department responded to 1303 calls since the last meeting, totaling 15,766 for the year.  Further, that a letter of appreciation was received from Garden City Police Chief David Lyons, commending Officer James Jackson for his assistance in the recent arrest of a suspected armed robber.  And, that a letter of praise from a stranded motorist from out of state has been received, thanking the police department for their assistance.

STREET/DRAINAGE

            Councilwoman Benton reported that the street and drainage departments performed routine maintenance.

WATER/SEWER

            Councilman Wall reported that the water and sewer departments performed routine maintenance and that all parameters are being met at the wastewater treatment plant. 

RECREATION  

            Councilwoman Black reported that baseball, softball and t-ball games continue.

BUILDING/ZONING

            Councilman Allen reported that eight (8) new single family residential permits were issued since the last meeting, totaling 85 residential permits for the year, with 1208 inspections performed.

            Mayor Lamb presented a 10-year service pin to Police Sergeant George Wilson, thanking him for his continued service.

There was no OLD BUSINESS to discuss.

Under NEW BUSINESS the following was discussed:

1.  Alcoholic beverage license for Ganshyam Patel at Sk8 Wings Restaurant

            Ganshyam Patel submitted an application to serve liquor, beer and wine at the Sk8 Wings Restaurant at 4 Towne Center Court.  Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and recommends approval.  Councilman Wall made a motion, seconded by Councilwoman Black, to approve the license, including Sunday sales for the restaurant, with alcoholic beverages prohibited in the skating rink.  Motion passed with Councilman Allen opposing.

2.  Alcoholic beverage license for Rosalva Trujillo Hernandez at Los Aires Restaurant &

            Taqueria

            Rosalva Trujillo Hernandez submitted an application to serve beer and wine at the new Los Aires Restaurant & Taqueria at 1014 E. Hwy 80, Suites 500 and 600.  Mr. Byrd stated that Chief Revenew has performed the background investigation and recommends approval.  Councilman Wall made a motion to approve the license, including Sunday sales.  Motion was seconded by Councilman Royal and passed with Councilman Allen opposing.

3.  Alcoholic beverage license for Janak Patel for liquor store at 1014 E. Highway 80

            Janak Patel submitted an application to sell liquor, beer and wine at the liquor store located at 1014 E. Highway 80, Suites 100 & 200.  Mr. Byrd stated that Chief Revenew has performed the background investigation and recommends approval. Councilman Royal made a motion, seconded by Councilman Wall, to approve the license.  Motion passed with Councilman Allen opposing.

4.  Temporary/special event alcoholic beverage license for Kirstin Torrance at Ramada Inn June 4, 2016

            Kirstin Torrance submitted an application to serve alcoholic beverages at a private ceremony on June 4th at the Ramada Inn.  Mr. Byrd stated that Chief Revenew has performed the background investigation and recommends approval. Councilman Wall made a motion to approve the license.  Motion was seconded by Councilwoman Benton and passed with Councilman Allen opposing.

5.  Temporary/special event alcoholic beverage license for Johnnie Kicklighter, Jr. at       Ramada Inn September 23, 2016

            Johnnie Kicklighter, Jr. submitted an application to serve alcoholic beverages at a high school reunion on September 23rd  at the Ramada Inn.  Mr. Byrd stated that Chief Revenew has performed the background investigation and recommends approval. Councilwoman Benton made a motion to approve the license.  Motion was seconded by Councilman Royal and passed with Councilman Allen opposing.

6.  Resolution regarding Budget Adjustment 2016-01

            Ms. Warner presented a resolution in regards to Budget Adjustment 2016-01.  Councilman Wall made a motion, seconded by Councilwoman Benton, to approve the resolution.  Motion passed without opposition.

7.  Resolution regarding Jimmy DeLoach Parkway

            Mr. Byrd presented a resolution which was approved by the Chatham County Board of Commissioners to quit claim the right-of-way of Jimmy DeLoach Parkway that lies within the Pooler City limits.  Councilman Royal made a motion to approve the resolution.  Motion was seconded by Councilwoman Benton and passed without opposition.

            Councilman Allen made a motion to adjourn to Executive Session at approximately 6:24 p.m. to discuss personnel, legal and real estate matters.  Motion was seconded by Councilman Royal and passed without opposition.

            Mayor Lamb called the meeting back to order at 6:51 p.m.

            There being no further business to discuss, Councilman Allen made a motion to adjourn at approximately 6:51 p.m.  Motion was seconded by Councilman Wall and passed without opposition.
