CITY OF POOLER

COUNCIL MINUTES

JULY 18, 2016

The regular meeting of the Pooler City Council was held on July 18, 2016.  Mayor Mike Lamb called the meeting to order at 6:00 p.m.  Present were Councilman Bruce Allen, Councilwoman  Rebecca Benton, Councilwoman Shannon Black, Councilman Ashley Brown, Councilman Mike Royal and Councilman Stevie Wall.  City Manager Robbie Byrd, Finance Officer Michelle Warner and Attorney Craig Call on behalf of City Attorney Steve Scheer, were also present.  

            The invocation was given by Mayor Lamb and the Pledge of Allegiance was led by Councilwoman Black.

            The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilwoman Benton, with no opposition.

            The minutes of the June 20th Executive Session were approved upon a motion by Councilman Royal, seconded by Councilwoman Benton, with no opposition.

            The minutes of the July 5th Executive Session were approved upon a motion by Councilman Wall, seconded by Councilman Royal, with no opposition.

Report from the Standing Committees:

FINANCE

            Councilman Wall presented bills in excess of $1500.00 for payment and made a motion to pay, subject to funds.  Motion was seconded by Councilwoman Benton and passed without opposition.

PUBLIC SAFETY

            Councilman Royal reported that the fire department responded to 183 calls since the last meeting, totaling 2082 for the year and that the police department responded to 1304 calls, totaling 21,045 for the year.

STREET/DRAINAGE

            Councilwoman Benton reported that the street and drainage departments performed routine maintenance.

WATER/SEWER

            Councilman Brown reported that the water and sewer departments performed routine maintenance and that all parameters are being met at the wastewater treatment plant. 

RECREATION  

            Councilwoman Black reported that registration for football, cheerleading, fall soccer and youth volleyball is ongoing.

           

BUILDING/ZONING

            Councilman Allen reported that six (6) new single family residential and seven (7) commercial permits were issued since the last meeting, totaling 110 residential and 29 commercial permits for the year, with 1923 inspections performed.

            Mayor Lamb presented a 20 year service pin to Buddy Odom, thanking him for his continued service.

There was no OLD BUSINESS to discuss.

Under NEW BUSINESS the following was discussed:

1.  Final plat revision of Forest Lakes, Phase 7

            The purpose of the revised plat is to add a benchmark, remove a 50' radius access, utility and drainage easement, increase the lot size of Estate Lots 2 and 3 and name the extension of Lake Heron Way to Lake Heron Lane.  Councilman Brown made a motion to approve the plat.  Motion was seconded by Councilwoman Benton and passed without opposition.

2.  Temporary/special event alcoholic beverage license for Karent Fuentes at Ramada Inn on July 23rd  

            Karent Fuentes submitted an application to serve alcohol to guests at a private event on July 23rd at the Ramada Inn.  Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and recommends approval.  Councilman Wall made a motion to approve the license.  Motion was seconded by Councilwoman Benton and passed with Councilman Allen opposing.

3.  Temporary/special event alcoholic beverage license for Olga A. Henriquez Trejo at Ramada Inn on July 28th

            Olga A. Henriquez Trejo submitted an application to serve alcohol to guests at a private event on July 28th at the Ramada Inn.  Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and recommends approval.  Councilman Wall made a motion to approve the license.  Motion was seconded by Councilman Royal and passed with Councilman Allen opposing.

4.  Temporary/special event alcoholic beverage license for Tiffany Jones at Ramada Inn on July 30th

            Tiffany Jones submitted an application to serve alcohol to guests at a private event on July 30th at the Ramada Inn.  Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and recommends approval.  Councilman Wall made a motion to approve the license.  Motion was seconded by Councilman Brown and passed with Councilman Allen opposing.

5.  Proposal from Trison Services, Inc. for installation of telecommunication cable at Fire Station #1

            Mr. Byrd presented a proposal from Trison Services, Inc. to install telecommunication cable at the new fire station on South Rogers Street.  Councilman Royal  made a motion to approve the proposal in the amount of $19,886.81.  Motion was seconded by Councilwoman Benton and passed without opposition.

6.  Proposal from Allen Engineering Services for surveying and engineering services for new fire station on Nordic Way

            Mr. Byrd presented a proposal for professional engineering and surveying services for a new fire station on Nordic Way.  Councilman Royal made a motion, seconded by Councilman Brown, to approve the proposal in the amount of $27,500.00.  Motion passed without opposition.

7.  Award bid for construction of Public Records Storage Building

            Mr. Byrd presented three (3) bids for the construction of a public records storage building on South Rogers Street, behind the new fire station.  Councilman Royal made a motion to award the bid to the low bidder, Arc Industries, LLC, in the amount of $85,761.00.  Motion was seconded by Councilwoman Benton and passed without opposition.

            There being no further business to discuss or the need for an Executive Session, Councilman Wall made a motion to adjourn at approximately 6:23 p.m.  Motion was seconded by Councilman Allen and passed without opposition.
