COUNCIL MINUTES

OCTOBER 24, 2016

A special called meeting of the Pooler City Council was held on October 24, 2016.  Mayor Mike Lamb called the meeting to order at 12:00 p.m.  Present were Councilman Bruce Allen, Councilwoman  Rebecca Benton, Councilwoman Shannon Black, Councilman Ashley Brown, Councilman Mike Royal and Councilman Stevie Wall.  City Manager Robbie Byrd, Finance Officer Michelle Warner and City Attorney Steve Scheer were also present.

            Mayor Lamb gave the invocation and led the Pledge of Allegiance.

Under NEW BUSINESS the following was discussed:

1.  Procurement ordinance to provide that officers are not to be interested in contracts

            Mr. Byrd presented an ordinance to provide that officers are not to be interested in contracts.  Mr. Scheer stated that in order to qualify with the many federal regulations, the City needs to make sure every step is taken in order to be in compliance to ensure that the taxpayers do not have to bear the cost of debris removal.  Further, that in order to not delay the removal, it is necessary to adopt the ordinance immediately.  Councilman Wall questioned whether Chatham County was able to provide this service yet.  Mr. Byrd replied that as of this day, the County cannot and is still working on the issues.  Councilman Wall made a motion to adopt the ordinance on First and Second Reading,  pursuant to Sections 3.16 and 3.18 of the City’s Code of Ordinances.  Motion was seconded by Councilman Royal and passed without opposition.

2.  Amendment to Emergency Procurement ordinance

            Mr. Byrd presented an amendment to the emergency procurement ordinance to authorize the mayor to establish procedures or regulations to ensure all actions are in compliance with all applicable federal or state regulations or laws.  Councilman Wall made a motion, seconded by Councilman Royal, to adopt the ordinance on First and Second Reading, pursuant to Sections 3.16 and 3.18 of the City’s Code of Ordinances.  Motion passed without opposition.

            There being no further business to discuss, Councilman Wall made a motion to adjourn at approximately 12:09 p.m.  Motion was seconded by Councilwoman Benton and passed without opposition.
