CITY OF POOLER
JANUARY 3, 2017
The regular meeting of the Pooler City Council was held on January 3, 2017. Mayor Mike Lamb called the meeting to order at 6:00 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman Mike Royal, Councilman Ashley Brown and Councilman Stevie Wall. City Manager Robbie Byrd and City Attorney Steve Scheer were also present.
The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilman Brown.
The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilman Royal, with no opposition.
The minutes of the December 5th Executive Session were approved upon a motion by Councilman Royal, seconded by Councilwoman Benton, with no opposition.
The minutes of the December 19th Executive Session were approved upon a motion by Councilman Royal, seconded by Councilwoman Benton, with no opposition.
Report from the Standing Committees:
Councilman Wall presented bills in excess of $1500.00 for payment and made a motion to pay, subject to funds. Motion was seconded by Councilman Royal and passed without opposition.
Councilman Royal reported that the fire department responded to 327 calls in December, totaling 3846 for the year and that the police department responded to 1749 calls since the last meeting, totaling 39,126 for the year. Police Chief Mark Revenew reported that all of the officers have successfully completed de-escalation training.
Councilwoman Benton reported that the street department picked up trash in designated areas as needed, performed shoulder work in various locations and noted that the street sweeper is down for repairs. Further, that the drainage department performed routine maintenance in the northwest quadrant, completed miscellaneous work orders and picked up trash in designated areas.
Councilman Brown reported that the water department inspected two (2) water meters for new construction, repaired three (3) leaking laterals, repaired the 2" blow off at the end of Harmony Boulevard, witnessed the testing and certification of 10 backflow preventers and performed 232 line locates requested by the Utility Protection Center. Further, that the sewer department performed two (2) grinder pump calls and two (2) collection system calls. Also, that the wastewater treatment plant is meeting its permit.
Councilwoman Black reported that youth basketball practice continues, with games beginning on January 6th and that gymnastics, dance classes and senior activities have resumed.
Councilman Allen reported that five (5) new single family residential and one (1) commercial permit were issued since the last meeting, totaling 157 residential and 70 commercial permits for 2016, with 3705 inspections performed.
There was no OLD BUSINESS to discuss.
Under NEW BUSINESS the following was discussed:
1. Preliminary construction plan for Hunt Club, Phase 6
The petitioner requested the item be tabled, therefore, Councilman Wall made a motion to table. Motion was seconded by Councilman Royal and passed without opposition.
2. Alcoholic beverage license for Christina Calissi at CVS Pharmacy #11017
Christina Calissi submitted an application to sell beer and wine at the new CVS Pharmacy located at 500 Pooler Parkway. Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and recommends approval. Councilman Wall made a motion, seconded by Councilman Royal, to approve the license. Motion passed with Councilman Allen opposing.
There being no further business to discuss or the need for an Executive Session, Councilman Royal made a motion to adjourn at approximately 6:08 p.m. Motion was seconded by Councilman Allen and passed without opposition.
