COUNCIL MINUTES
AUGUST 20, 2012


The regular meeting of the Pooler City Council was held on August 20, 2012. Mayor Mike Lamb called the meeting to order at 6:00 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke, Councilman Mike Royal and Councilman Stevie Wall. City Manager Robbie Byrd and Finance Officer/Assistant City Manager Michelle McNeely were also present. Attorney Craig Call was present on behalf of City Attorney Steve Scheer.

The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilman Burke.

The minutes of the previous meeting were approved as printed upon a motion by Councilwoman Allen, seconded by Councilwoman Benton, with no opposition.

Report from the Standing Committees:

FINANCE

Councilman Burke presented bills for the month in excess of $1500.00 and made a motion to pay the bills, subject to funds. Motion was seconded by Councilwoman Benton and passed without opposition.

PUBLIC SAFETY

Councilman Royal stated that the police department responded to 1333 calls during the period of August 3rdthrough the 16th, totaling 19,658 calls for year.

STREET/DRAINAGE

Councilwoman Benton reported that the street and drainage departments performed routine maintenance.

WATER/SEWER 

Councilman Wall reported that the water and sewer departments performed routine maintenance and that all parameters are being met at the wastewater treatment plant.

Councilman Wall made a motion to add Item #5 under New Business. Motion was seconded by Councilman Allen and passed without opposition.

RECREATION

Councilwoman Black reported that the men’s basketball season continues and that practice for football, fall soccer and cheerleading has begun.

BUILDING/ZONING

Councilman Allen reported that 14 new single family residential, five (5) attached unit and two (2) commercial permits were issued since the last meeting, totaling 158 residential, 16 attached unit and 34 commercial permits for the year, with 2602 inspections performed.

Under OLD BUSINESS the following was discussed:

1. Second Reading on amendment to utilities ordinance regarding water service

Mr. Byrd presented an amendment to the utilities ordinance to require owners to connect directly with the City’s water system within 90 days of notice to do so, provided that the water system is within 100 feet of the property line. Councilman Wall made a motion to approve the amendment on Second Reading. Motion was seconded by Councilman Burke and passed without opposition.

2. Second Reading on amendment to utilities ordinance regarding water supply systems

Mr. Byrd presented an amendment to the utilities ordinance to provide that no person or entity may place into use any individual water well system which yields a flow of greater than 65 gallons per minute. Councilman Wall made a motion, seconded by Councilman Allen, to approve the amendment on Second Reading. Motion passed without opposition.

3. Second Reading on amendment to utilities ordinance regarding inspections to backflow preventers

Mr. Byrd presented an amendment to the utilities ordinance to provide for annual inspection fees of backflow prevention devices and that if the fees are not paid within 60 days of the inspection/reinspection, water service will be disconnected. Councilman Wall made a motion to approve the amendment on Second Reading. Motion was seconded by Councilman Burke and passed without opposition.

Under NEW BUSINESS the following was discussed:

1. Approval of revised site plan for warehouse development on Jimmy DeLoach Parkway for Nordic Savannah, LLC

Mr. Byrd presented a revised site plan for a warehouse development for Nordic Savannah, LLC, to be located on Jimmy DeLoach Parkway, stating that the building has been “mirrored” due to circumstances of soil conditions. Councilman Wall made a motion to approve the revised site plan, contingent upon the city engineer’s comments being addressed prior to the building permit being issued. Motion was seconded by Councilman Royal and passed with Councilman Allen opposing.

2. Approval of alcoholic beverage license for Martha K. Williams at Flash Foods #296

Mr. Byrd presented an application for an alcoholic beverage (beer and wine) license for Martha K. Williams at Flash Foods #296, located at 1080 E. Highway 80, stating that Police Chief Mark Revenew has recommended approval. Councilman Wall made a motion, seconded by Councilman Royal, to approve the license. Motion passed with Councilman Allen opposing.

3. Approval of alcoholic beverage license for Tomoko Yashur at the new Wasabi Fusion Restaurant

Mr. Byrd presented an application for an alcoholic beverage (beer/wine by the drink) license for Tomoko Yashur at the new Wasabi Fusion Restaurant to be located at 950 Morgans Corner Road, Unit C. Mr. Byrd stated that Chief Revenew has recommended approval. Councilman Wall made a motion to approve the license, to include Sunday sales. Motion was seconded by Councilman Royal and passed with Councilman Allen opposing.

4. Resolution regarding “Keep Chatham Beautiful”

Mayor Lamb read aloud a resolution in support of “Keep Chatham Beautiful”. Councilman Wall made a motion, seconded by Councilman Royal, to adopt the resolution. Motion passed without opposition.

5. Approval of permit for Milestone Run to be held August 25thand to waive fees

Mr. Byrd presented a request from Steve White, representing the Fellowship of Christian Athletes, to permit the upcoming 2ndAnnual Milestone Run to be held August 25th, beginning at West Chatham Middle School and traveling down Pine Barren Road to the “mega” site near Mitsubishi Power Systems. Councilman Allen made a motion, seconded by Councilwoman Benton, to permit the run and waive the fees. Motion passed without opposition.

There being no further business to discuss, Councilman Allen made a motion to adjourn at approximately 6:28 p.m. Motion was seconded by Councilman Royal and passed without opposition.
