The regular meeting of the Pooler City Council was held on October 15, 2012. Mayor Mike Lamb called the meeting to order at 6:00 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke, Councilman Mike Royal and Councilman Stevie Wall. City Manager Robbie Byrd, Finance Officer/Assistant City Manager Michelle McNeely and City Attorney Steve Scheer were also present.
The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilman Burke.
The minutes of the previous meeting were approved as printed upon a motion by Councilman Burke, seconded by Councilman Royal, with no opposition.
At the request of Mr. Scheer, Councilman Wall made a motion to move the approval of the Executive Session minutes from September 17thand October 1stuntil after the Executive Session at the end of the meeting.
Mayor Lamb introduced the new Human Resource Director, Lauren Graves, welcoming her to the City.
Report from the Standing Committees:
Councilman Burke presented bills for the month in excess of $1500.00 and made a motion, seconded by Councilwoman Benton, to pay, subject to funds. Motion passed without opposition.
Councilman Royal reported that the police department responded to 1558 calls during the period of October 1stthrough the 11th, totaling 25,019 calls for the year.
Councilwoman Benton reported that the street and drainage departments performed routine maintenance.
Councilman Wall reported that the water and sewer departments performed routine maintenance and that all parameters are being met at the wastewater treatment plant.
Councilwoman Black reported that football games continue, soccer games have concluded and that registration for youth basketball continues.
Councilman Allen reported that four (4) new single family and five (5) commercial permits were issued since the last meeting, totaling 183 single family and 49 commercial permits for the year, with 3407 inspections performed.
Under OLD BUSINESS the following was discussed:
1. Second Reading on ordinance regarding internet cafés and amusement machines
Mr. Byrd presented an ordinance to regulate internet cafés and businesses with coin-operated amusement machines to address the interests of public health, welfare and safety of the citizens. Councilwoman Benton made a motion to adopt the ordinance, as amended by Mr. Scheer to include a penalty provision, on Second Reading. Motion was seconded by Councilman Royal and passed without opposition.
Under NEW BUSINESS the following was discussed:
1. Minor subdivision/recombination plat of northwestern portion of Lot 2A (1490 Little Neck Road) and land to the north owned by Joseph Monroe
Joseph Monroe has submitted a minor subdivision/recombination plat for approval to provide access from Little Neck Road. Councilman Allen made a motion, seconded by Councilwoman Benton, to approve the minor subdivision/recombination plat. Motion passed without opposition.
Councilman Wall made a motion to add Item #2 to the agenda. Motion was seconded by Councilwoman Benton and passed without opposition.
2. Approval of permit for 2ndAnnual Iron Horse Rodeo to be held November 3rdat Oglethorpe Speedway Park and to waive fees
Horsin’ Around, a non-profit therapeutic riding program for special needs individuals, has submitted a request to allow the 2ndAnnual Iron Horse Rodeo to be held November 3rdat Oglethorpe Speedway Park. After discussion, Councilman Wall made a motion to approve the event and to waive the fees. Motion was seconded by Councilman Royal and passed without opposition.
Councilman Allen made a motion to adjourn to Executive Session at approximately 6:18 p.m. to discuss legal and land acquisition matters. Motion was seconded by Councilman Royal and passed without opposition.
Mayor Lamb called the meeting back to order at 7:20 p.m.
Councilwoman Benton made a motion to approve the minutes of the September 17thExecutive Session. Motion was seconded by Councilwoman Black and passed without opposition.

There being no further business to discuss, Councilman Allen made a motion to adjourn at approximately 7:22 p.m. Motion was seconded by Councilman Royal and passed without opposition.
