COUNCIL MINUTES
March 7, 2011 


The regular meeting of the Pooler City Council was held on March 7, 2011. Mayor Mike Lamb called the meeting to order at 6:00 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke and Councilman Mike Royal. City Manager Robbie Byrd and City Attorney Steve Scheer were also present. Councilman Stevie Wall was absent. 

The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilman Burke. 

The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilman Burke, with no opposition. 

Report from the Standing Committees: 

FINANCE

Councilman Burke presented bills for February in excess of $1500.00 for payment, making a motion to pay, subject to funds. Motion was seconded by Councilwoman Benton and passed without opposition. 

PUBLIC SAFETY

Councilman Royal reported that the fire department responded to 178 calls in February, totaling 379 for the year and that the police department responded to 1752 calls from February 18ththrough March 3rd, totaling 6560 for the year. 

STREET/DRAINAGE

Councilwoman Benton reported that the street and drainage departments performed routine maintenance. 

WATER/SEWER

Mr. Byrd reported that the “smoke” testing has begun on the sewer lines 

RECREATION

Councilwoman Black reported that gymnastics classes continue as well as registration for t-ball. Further, that the 10 and under boys’ basketball team won the district GRPA tournament and will advance. 

BUILDING/ZONING

Councilman Allen reported that two (2) new single family residential permits were issued since the last meeting, totaling 10 for the year, with 449 inspections performed.

Mayor Lamb presented a 10 year service pin to Utility Billing Clerk Andrea Anderson, thanking her for her continued service. 

Mayor Lamb presented a 10 year service pin to Police Sergeant Damon Aanerud, thanking him for his continued service. 

There was no OLD BUSINESS to discuss. 

Under NEW BUSINESS the following was discussed: 

1. Requested zoning map amendment for an 18.42 acre tract located off Wildcat Dam Road from R-1A to R-A

A public hearing was held prior wherein no opposition was presented. Raleigh Young, owner, has requested a zoning map amendment for an 18.42 acre tract located off Wildcat Dam Road, south of the Seaboard Coastline Railroad from R-1A (Single Family Residential) to R-A (Residential-Agricultural). Mr. Young wants to keep the land use the same as it was from the 1930s, at the request of his grandmother for the grandchildren. After discussion, Councilwoman Benton made a motion to approve the zoning map amendment, based on the request meeting the criteria for granting a zoning map amendment. Motion was seconded by Councilman Burke and passed without opposition. 

2. Approval of recombination plat of Tract 3B and B on Old Louisville Road

Mr. Byrd presented a recombination plat of Tract 3B and B on Old Louisville Road, owned by Sandra McGraw Sowell. Councilman Allen made a motion, seconded by Councilman Royal, to approve.Motion passed without opposition. 

3. Approval of final plat of The Fairways at Savannah Quarters, Phase III

Gary Turnbull of The Fairways at Savannah Quarters, has requested approval of the final plat for Phase III, in order to record four (4) new additional townhome lots on Kingfisher Circle. Councilman Allen made a motion to approve the final plat, contingent upon the labeling of the 25' rear building setback line. Motion was seconded by Councilwoman Benton and passed without opposition. 

4. Request from the Bomber Girls Ladies Riding Club for a special event permit to hold a car show on March 12that Oglethorpe Speedway Park and to waive fees

Mr. Byrd presented a request from the Bomber Girls Ladies Riding Club for their annual car show co-hosted by Oglethorpe Speedway Park on March 12th, stating that all proceeds will be used to send care packages to deployed soldiers throughout the year. Councilman Allen made a motion to approve the car show and to waive the permit fees. Motion was seconded by Councilwoman Benton and passed without opposition.  

5. Approval of Traffic Signal Installation and Easement Agreement for signal at intersection of Benton Boulevard and Towne Center Boulevard

Mr. Byrd presented the Traffic Signal Installation and Easement Agreement between The Coastal Bank, Home Depot and the City of Pooler, noting that once all parties have executed the agreement, the much needed traffic signal will be installed.

Councilman Allen made a motion, seconded by Councilwoman Benton, to approve the agreement, contingent upon the city attorney’s approval. Motion passed without opposition. 

6. Amendment to Schedule of Fees regarding cell tower submittal fees

Mr. Byrd presented an amendment to the Schedule of Fees regarding a modification of existing cell tower  fee in the amount of $1750.00. Councilman Allen made a motion to approve the amendment.Motion was seconded by Councilman Burke and passed without opposition. 

7. Resolution regarding 2011 budget adjustment for the General Fund

Mr. Byrd presented a resolution to amend the 2011 budget for the General Fund (copy attached to and made a part of these minutes). Councilman Royal made a motion to adopt the resolution. Motion was seconded by Councilwoman Benton and passed without opposition. 

8. First Reading on revision to List of Roadways for the speed limit ordinance as requested by Georgia Department of Transportation

Mr. Byrd presented the list of roadways for the speed ordinance to be submitted to the Georgia Department of Transportation per their request. Councilman Allen made a motion to approve the list of roadways for the speed ordinance on First Reading. Motion was seconded by Councilman Royal and passed without opposition. 

There being no further business to discuss, Councilman Allen made a motion to adjourn at approximately 6:27 p.m. Motion was seconded by Councilman Royal and passed without opposition.

                                                               Public Hearing 

A public hearing was held prior to the regular City Council meeting on

March 7, 2011. Mayor Lamb called the hearing to order at 5:45 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke and Councilman Mike Royal. City Manager Robbie Byrd and City Attorney Steve Scheer were also present. 

The purpose of the hearing was to discuss a proposed zoning map amendment for an 18.42 acre tract located off Wildcat Dam Road from R-1A (Single Family Residential) to R-A (Residential-Agricultural).Raleigh Young, owner, has requested to re-zone his property to keep the land use the same as it was from the 1930s, at the request of his grandmother for the grandchildren. 

There being no further discussion, the hearing was adjourned at approximately 5:48 p.m.
