CITY COUNCIL MINUTES
July 19, 2010


The regular meeting of the Pooler City Council was held on July 19, 2010. Mayor Mike Lamb called the meeting to order at 6:00 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke and Councilman Mike Royal. City Manager Robbie Byrd and City Attorney Steve Scheer were also present. Councilman Wall was absent. 

The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilwoman Black. 

The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilman Burke, with no opposition. 

Report from the Standing Committees: 

FINANCE

Councilman Burke presented the accounts payable information through July 15th, making a motion to pay the bills in excess of $1500.00. Motion was seconded by Councilwoman Benton and passed without opposition. 

PUBLIC SAFETY

Councilman Royal reported that the police department responded to 1460 calls during the period of July 2ndthrough the 15th, with 16,425 calls for the year and that the fire department responded to 102 calls this month. 

PARKS & TREES/STREET/DRAINAGE

Councilwoman Benton reported that the parks & trees, street and drainage departments performed routine maintenance. 

WATER/SEWER

Councilman Wall was absent. 

RECREATION

Councilwoman Black reported that summer tumbling classes and summer youth basketball continue, with registration now being available online for football, soccer and cheerleading signups. 

BUILDING/ZONING

Councilman Allen reported that two (2) new single family residential and one (1) commercial permit were issued since the last meeting, totaling 71 single family and 21 commercial permits for the year, with 1812 inspections performed.

State Representative Anne Purcell was not at the meeting to present proclamations from the House of Representatives honoring former Councilmembers Travis Cowart, Jr. and Wayne Seay. Therefore, Mayor Lamb recognized Mr. Cowart and Mr. Seay, thanking them once again for their service to the City. 

Chris Lightle of Karp, Ronning & Tindol, CPAs., presented the City’s 2009 audit, noting that the City still ranks among the finest in accounting reporting in the State of Georgia. 

There was no OLD BUSINESS to discuss. 

Under NEW BUSINESS the following was discussed: 

1. Approval of site plan for Iron Workers Local 709 Apprentice Shop Building at 131 Westside Boulevard

Mr. Byrd presented the site plan for an apprentice shop building for Iron Workers Local 709 at 131 Westside Boulevard, stating that Planning & Zoning and staff have recommended approval. Councilman Allen made a motion to approve the site plan. Motion was seconded by Councilwoman Benton and passed without opposition. 

2. Approval of alcoholic beverage license for Kalpana J. Patel at Amit Food Mart #1

Mr. Byrd presented an application for alcoholic beverage sales (beer and wine) for Kalpana J. Patel at Amit Food Mart #1, stating that Police Chief C. E. Chan has recommended approval. Councilman Royal made a motion, seconded by Councilwoman Benton, to approve the license. Motion passed with Councilman Allen opposing. 

3. Approval of agreement with Penn Credit Corporation for debt collection

Mr. Byrd asked that this item be tabled in order to allow Mr. Scheer more time for review. Councilman Allen made a motion to table this item. Motion was seconded by Councilman Royal and passed without opposition. 

4. Adoption of 2010 millage rate

Ms. McNeely presented information regarding the 2010 tax digest along with a five (5) year history of levy of taxes, stating that due to a significant decrease in the tax digest, Chatham County’s roll-back rate for 2010 is proposed at 4.635 mills. Further, that in order to collect the same amount of tax as last year, it is necessary to adopt the millage as presented. Councilman Allen made a motion to adopt the millage rate for 2010 at 4.635 mills. Motion was seconded by Councilman Burke and passed without opposition. 

There being for further business to discuss, Councilman Allen made a motion to adjourn at approximately 6:35 p.m. Motion was seconded by Councilwoman Black and passed without opposition.
