CITY COUNCIL MINUTES
November 15, 2010

 

The regular meeting of the Pooler City Council was held on November 15, 2010. Mayor Mike Lamb called the meeting to order at 6:00 p.m. Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke, Councilman Mike Royal and Councilman Stevie Wall. City Manager Robbie Byrd and City Attorney Steve Scheer were also present.

The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilman Burke.

The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilwoman Benton, with no opposition.

Report from the Standing Committees:

FINANCE

Councilman Burke presented accounts payable information for November, making a motion to pay bills in excess of $1500.00, subject to funds. Motion was seconded by Councilwoman Benton and passed without opposition.

PUBLIC SAFETY

Councilman Royal reported that the police department responded to 945 calls from October 29ththrough November 11thand that the fire department responded to 111 calls this month.

PARKS & TREES/STREET/DRAINAGE

Councilwoman Benton reported that the parks and trees, street and drainage departments performed routine maintenance.

WATER/SEWER

Councilman Wall reported that the water and sewer departments have performed routine maintenance and that all parameters have been met at the wastewater treatment plant.

RECREATION

Councilwoman Black reported that fall tumbling classes continue, that the football teams recently participated in “bowl” games in Garden City and Effingham County and that signups for youth basketball have ended, with practice beginning November 29th.

BUILDING/ZONING

Councilman Allen reported that three (3) single family residential, five (5) residential attached unit and two (2) commercial permits have been issued since the last meeting, totaling 119 single family, 18 attached unit and 40 commercial permits for the year, with 2873 inspections performed.

Mayor Lamb welcomed Garden City Police Chief David Lyons to the meeting. Chief Lyons presented Laura Chan, widow of Police Chief C. E. Chan, with an award from the Georgia Association of Chiefs of Police, commemorating Chief Chan’s lifetime membership with the Association.

There was no OLD BUSINESS to discuss.

Under NEW BUSINESS the following was discussed: 

1. Approval of minor subdivision plat of Parcels A & B, a portion of Tract 12, Southwest    Quarter Holdings

Mr. Byrd presented a minor subdivision plat to create Parcel B, a 3.00 acre site for a proposed fire station for the City, and Parcel A, a 3.19 acre site for future development. Councilman Allen made a motion to approve the minor subdivision, contingent upon the owner signing the plat. Motion was seconded by Councilman Burke and passed without opposition. 

2. Approval of alcoholic beverage license for Yong Quan Wang at Sawa Asian Bistro and Hibachi

Mr. Byrd presented an application for alcoholic beverage sales for Yong Quan Wang at Sawa Asian Bistro and Hibachi, noting that the business has been sold to a new owner. Councilman Wall made a motion, seconded by Councilwoman Benton, to approve the license, including Sunday sales. Motion passed with Councilman Allen opposing. 

3. Approval of alcoholic beverage license for Jigar Patel at Royal Grill

Mr. Byrd presented an application for alcoholic beverage sales (beer and wine) for Jigar Patel at Royal Grill, to be located in the movie theater on Towne Center Drive. Councilman Wall made a motion to approve the license, including Sunday sales. Motion was seconded by Councilwoman Benton and passed with Councilman Allen opposing. 

4. Approval of alcoholic beverage license for Andrew Johnson at A.J.’s located in the Savannah Conference Hotel

Mr. Byrd presented an application for alcoholic beverage sales for Andrew Johnson at A.J.’s (now to be called “Luckys”) located in the Savannah Conference Hotel, noting that since at this time this establishment is a bar only, there will be no Sunday sales allowed. Councilman Wall made a motion, seconded by Councilwoman Black, to approve the license. Motion passed with Councilman Allen opposing. 

5. Resolution regarding adoption of the Chatham County Multi-Jurisdiction Pre-Disaster Hazard Mitigation Plan

Clayton Scott, Director of Chatham Emergency Management Agency, presented the Chatham County Multi-Jurisdiction Pre-Disaster Hazard Mitigation Plan, stating that Chatham County and several other municipalities have already adopted the resolution. Councilman Allen made a motion to adopt the resolution. Motion was seconded by Councilwoman Benton and passed without opposition. 

Councilman Allen made a motion to adjourn to Executive Session at approximately 6:20 p.m. to discuss personnel matters. Motion was seconded by Councilman Burke and passed without opposition. 

Mayor Lamb called the meeting back to order at 9:04 p.m. 

There being no further business to discuss, Councilman Wall made a motion to adjourn at approximately 9:04 p.m. Motion was seconded by Councilman Royal a
