COUNCIL MINUTES

JULY 20, 2015

            The regular meeting of the Pooler City Council was held on July 20, 2015. Mayor Mike Lamb called the meeting to order at 6:00 p.m.  Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilman David Burke and Councilman Mike Royal.  City Manager Robbie Byrd, Finance Officer Michelle Warner and City Attorney Steve Scheer were also present. 

            The invocation was given by Mayor Lamb and the Pledge of Allegiance was led by Councilman Burke.

            The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilwoman Benton, with no opposition.      

            The minutes of the June 27th Executive Session were approved upon a motion by Councilman Burke, seconded by Councilwoman Benton, with no opposition.

            The minutes of the July 6th Executive Session were approved upon a motion by Councilwoman Benton, seconded by Councilman Burke, with no opposition.

Report from the Standing Committees:

FINANCE

            Councilman Burke presented bills in excess of $1500.00 and made a motion to pay, subject to funds.  Motion was seconded by Councilwoman Benton and passed without opposition.

PUBLIC SAFETY

            Councilman Royal reported that the fire department responded to 194 calls since the last meeting, totaling 1872 for the year and that the police department responded to 1335 calls, totaling 17,255 for the year.   

STREET/DRAINAGE

            Councilwoman Benton reported that the street and drainage departments performed routine maintenance.

WATER/SEWER

            Councilman Burke reported that the water and sewer departments performed routine maintenance and that all parameters are being met at the wastewater treatment plant. 

RECREATION         

            Councilwoman Black was absent.

BUILDING/ZONING

            Councilman Allen reported that one (1) new single family residential and five (5)  commercial permits were issued since the last meeting, totaling 97 single family and 323 commercial permits for the year, with 3533 inspections performed.

            Mayor Lamb presented a 15-year service pin to Marcia Hagy, Assistant Clerk of Court, thanking her for her continued service.

There was no OLD BUSINESS to discuss.

Under NEW BUSINESS the following was discussed:

1.  Release of performance bond/acceptance of maintenance bond for Tanger Outlets   Boulevard

            A final inspection was performed on June 30, 2015 by the public works department and the developer has submitted a maintenance bond in the amount of $1,848,076.40.  Councilman Allen made a motion to release the performance bond and accept the maintenance bond, contingent upon the city attorney approving the bond.  Motion was seconded by Councilman Royal and passed without opposition.

2.  Alcoholic beverage license for Emily C. Decker at Buffalo Wild Wings

            Emily C. Decker has submitted an application to serve alcoholic beverages at the new Buffalo Wild Wings at 1323 Benton Boulevard.  Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and has recommended approval.  Councilman Royal made a motion, seconded by Councilman Burke, to approve the license, including Sunday sales.  Motion passed with Councilman Allen opposing.

3.  Alcoholic beverage license for Jyotsana Patel at JC Quick Stop

            Jyotsana Patel has submitted an application to sell beer and wine at JC Quick Stop at 1024 E. Highway 80.  Mr. Byrd stated that Police Chief Mark Revenew has performed the background investigation and has recommended approval.  Councilman Royal made a motion to approve the license.  Motion was seconded by Councilman Burke and passed with Councilman Allen opposing.

4.  Proposal from Crout Electrical Company, Inc. for electrical fixtures at stadium

            Mr. Byrd presented a proposal from Crout Electrical Company, Inc. for electrical service at the stadium. Councilman Royal made a motion to approve the proposal in the amount of $92,576.00.  Motion was seconded by Councilwoman Allen and passed without opposition.

5.  Proposal from ProTile Renovations Ltd Co. for wall tile installation at stadium

            Mr. Byrd presented a proposal from ProTile Renovations Ltd Co. for the wall tile installation at the stadium.  Councilman Burke made a motion to approve the proposal in the amount of $49,863.00.  Motion was seconded by Councilman Royal and passed without opposition.

6.  Resolution authorizing execution of financing documents with Georgia Municipal     Association for new city hall and municipal complex

            A public hearing was held prior.  Ms. Warner presented a resolution authorizing the execution of the financing documents with Georgia Municipal Association for the new city hall and municipal complex.  Councilwoman Benton made a motion, seconded by Councilman Burke, to approve the resolution.  Motion passed without opposition.

            Councilwoman Benton made a motion to add Item #7 to the agenda.  Motion was seconded by Councilman Burke and passed without opposition.

            Councilwoman Benton made a motion to add Item #8 to the agenda.  Motion was seconded by Councilman Burke and passed without opposition.

7.  Proposal from Benton Electric for scoreboard installation at stadium

            Mr. Byrd presented a proposal for the installation of the scoreboard that has been donated by Coca-Cola.  Councilman Royal made a motion to approve the proposal in the amount of $6850.00.  Motion was seconded by Councilwoman Benton and passed without opposition.

8.  Proposal from Central Fence Co., Inc.

            Mr. Byrd presented bids for the fencing at the stadium.  Councilman Royal made a motion, seconded by Councilwoman Benton, to approve the proposal in the amount of $64,485.00.  Motion passed without opposition.

            There being no further business to discuss or the need for an Executive Session, Councilman Allen made a motion to adjourn at approximately 6:31 p.m.  Motion was seconded by Councilman Royal and passed without opposition.

                                                                       

Public Hearing

            A public hearing was held prior to the regular City Council meeting on July 20, 2015.  Mayor Mike Lamb called the hearing to order at 5:45 p.m.  Present were Councilman Bruce Allen, Councilwoman Rebecca Benton and Councilman David Burke.  City Manager Robbie Byrd, Finance Officer Michelle Warner and City Attorney Steve Scheer were also present. 

            The purpose of the hearing was to discuss a multi-year installment sale agreement relating to the acquisition and construction of a new city hall and municipal complex.

            There being no further business to discuss, the hearing was adjourned at approximately 5:46 p.m.
