ENGINEERING AGENDA

FEBRUARY 14, 2018

I.         WASTEWATER TREATMENT PLANT

 

A.      WWTP Upgrade 2.5 MGD to 3.3 MGD

  1. Construction complete except for punch list items.
  2. Total construction cost $5,150,000
  3. Current plant flow 2.3 MGD.
  4. Capacity fee increase from $4.40/gallon to $6.40/gallon or more
 

 

B.      WWTP Permitting for 6.0 MGD Expansion

1.                                     Draft Wasteload Allocation (WLA) received from EPD.

2.                                     Permitting items necessary for expansion of the plant:

·         Antidegredation Review

·         Environmental Review and Planning Document

·         Design Development Report

·         NPDES Permit Application

·         Complete in 2018 and evaluate flows in 2019

C.                  Bloomingdale: Current Allowable Capacity 300,000 GPD.  Average approximately 170,000 GPD.  Potential request from Bloomingdale for more capacity to service some expected growth.

 

II.                  DRAINAGE, WATER AND SEWER SYSTEM IMPROVEMENTS/UPGRADES

 

                                                                                                Drainage

Quacco Road Culvert Upgrade: Topographic survey is complete and design is underway. Chatham County has completed their initial culvert sizing and drainage modeling and is working on final analysis following review by Pooler, expected by February 9th. Plans should be complete and available for final review by Pooler Feb 26th with project going out to bid on March 5th and construction start in mid-April.

Old Town Drainage Improvements: Surveying is substantially complete on Quadrants “A” and “B” with Quadrant “C” being 50% complete and Quadrant “D” pending. Estimated completion for Quadrant “C” is March 2nd. Design is underway on Project “A” which is an area north of Highway 80 and roughly from Newton Street eastward to Moore Avenue. Plans should be complete and available for final review by Pooler Feb 26th with project going out to bid on March 5th and construction start in mid-April.

 

Sewer

 

  1. Town Lake and Benton Boulevard Lift Station and Force Main Improvements
  1. Design of project is complete. 
  2. Project has been submitted for permitting.
  3. Project is ready for advertisement for bid and is estimated at $
  4. Project is to be funded by a GEFA GA Fund Loan.
B.  I/I Reduction

Develop an annual find and fix contract for removal of inflow and infiltration (I/I) from areas of the gravity collection system. (Annual Budget)

                C.  Hunter’s Ridge Sewer Treatment

        1.  HGB evaluated the existing and future flows for this development and how best to direct this sewer flow into the City’s collection system.

2.  HGB recommended that the sewer flow be pumped to the City’s Pooler Middle School Lift Station.

3.  An update of the Middle School Lift Station would be required.

4.  Waiting on response from M. Smith.

  1. Lower and Upper Floridan Well Capacity
1.       All wells operating well, current permit capacity is as follows:

          0.324 MGD annual average from Upper Floridan Aquifer

          1.130 MGD annual average from Lower Floridan Aquifer

          1.454 MGD annual average capacity

2.       Georgia EPD planning to cut 16 MGD Total for Red and Yellow Zones:

          15 MGD in the Red Zone – 10 MGD by 2020 and 15 MGD by 2025

          1 MGD in the Yellow Zone by 2025

  1. 0.763 million gallons per day (mgd) monthly average and annual average in accordance with the following permit limit schedule:
0.324 mgd

3.      City of Tybee Island Cretaceous Aquifer Well:

 

Tybee Well has been drilled and installed to a depth of 4,000 LF. There was a collapse of approximately 200 LF of casing at a depth of approximately 3,000 feet.  The well has been capped and is not is use at this time.

 

  1. Well #1 Well House
Construction has been complete and this station is online.

 

 

  1. Harmony Water Line Loop
Assist the City to evaluate the best alternatives for providing a second water feed to the northwest corner of Interstate 95 and Interstate 16.  There is additional development proposed for the Harmony development which will require a second water feed either from the south (under I-16) or from the north (Pine Barren to Quacco Road).  The alternative will need to selected, designed and constructed.  A capital cost recovery fee made need to be established depending on the route selected.

 

  1. Valve Stations – Optimization
The Jimmy DeLoach Parkway valve station has been opened to allow for increased pressure in the water line between Nordic and the Morgan Lake Industrial park.  The City of Savannah’s surface water system is providing additional pressure in the 16” water line to ensure adequate fire protection. (Jimmy DeLoach Water Tower – will need to look into water tower due to fire protection in warehouse)

 

  1. Potable Water Resource Study
Assist the City to review options for alternative sources of potable water.  City may seek grant.

 

  1. YMCA/GBI
GBI site plan has now been completed and this water line loop should be designed and constructed for adequate fire flow and pressure.

 

 

III.                       CONCEPT PLANS

           

  1. Highway 80 Frontage Road (Sheftall to Skinner): Initial phase road project for Old Town Improvements will commence with surveying complete by Feb 5th and a conceptual layout by Feb 12th for review by the City. Upon concept approval, design plans will proceed with schedule dependent upon the extent, if any, of GDOT review and permitting required.
 

B.      Intersection of Pine Barren Road and S. Rogers

C.      Quacco Road (potential 4 lane and overpass upgrade)

D.      Old Louisville Road (Hwy 80 to Dean Forest)

 

 

IV.      OTHER

 

  1. Traffic Signals at Rogers and 80
 

1.       Contractor Preferred Materials

2.       Signals on line

3.       Curb and gutter and new side walk on 80 West being installed and

Contractor is working on concrete flatwork and asphalt leveling courses in preparation of final surface paving to meet contract completion date of March 31st for both Highway 80, Rogers and Chestnut Streets.

 

 

V.            POOLER CITY HALL: One-year warranty inspections are being scheduled for site work and landscaping.

 

 

 

VI.      SHORT/IMTERMEDIATE TERM

  1. Highway 80 Water Line Replacement (Engineering in 2018 and begin construction in 2019)
1.       Existing water line is made of a resin material that cannot be readily tapped for new connections or isolated for maintenance/repairs or new connections. 

2.       New water is desired to help facilitate growth in the City Hall vicinity and ease of future connection.

VII. LONG TERM WATER AND SEWER PROJECT FOR CONSIDERATION

A.    Pine Barren Road 12-inch loop (Timberland Gap to a point west of US-80) -- $425,000 Portion of Pooler, east of I-95, is fed by a single 10-inch WM on US-80.  In event of line breaks, only water to area is that stored in the 250,000 Gal Elevated Tank.  This line will provide a second connection to Pooler, east of I-95.  This system redundancy will improve fire flows and system pressures.  In addition, this loop will help better feed Lower Floridan groundwater into the City’s distribution system.

        This item may be considered in conjunction with the water needs for the Harmony as described above in II.C Harmony Water Line Loop.

B.    Pooler Middle School LS & upgrade and parallel 8” FM (Depends on Hunter’s Ridge)

 

C.    Savannah Quarters Master Lift Station upgrade should be closely monitored as development picks back up in the southern portion of the service area.

D.    Upgrade SCADA system for all or regional lift stations not yet equipped.

 

E.    10-inch main into The Villages at Godley Station, Northern tract, Phase 1 from key slot -- $112,000. It will provide another WM connection to the Northern Tract, Godley Station.  At present, Pooler water to Northern Tract provided by a 10-inch main on Godley Blvd. and a secondary 8-inch loop through Copper Village.  Needed to improve fire flows, pressures and provide more system redundancy.

F.    Replacement of remaining undersized water lines in old Pooler as noted in 2004 Master Water Plan -- Specific scope and cost to be determined.
