COUNCIL MINUTES

NOVEMBER 19, 2018

 

The regular meeting of the Pooler City Council was held on November 19, 2018.  Mayor Mike Lamb called the meeting to order at 6:00 p.m.  Present were Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman Larry Olliff, Councilman Mike Royal and Councilman Stevie Wall.  City Manager Robbie Byrd, Finance Officer Chris Lightle and City Attorney Steve Scheer  were also present. 

 

            The invocation was given by Mayor Lamb and the Pledge of Allegiance was led by Councilwoman Black.

 

            The minutes of the previous meeting were approved as printed upon a motion by Councilwoman Benton, seconded by Councilman Royal, with no opposition.

 

Report from the Standing Committees:

 

FINANCE

            Councilman Wall presented bills in excess of $1500.00 for payment and made a motion to pay, subject to funds.  Motion was seconded by Councilman Olliff and passed without opposition.

           

PUBLIC SAFETY

            Councilman Royal reported that the fire department responded to 182 calls since the last meeting, totaling 3680 for the year and that the police department responded to 1076 calls, totaling 27,503 for the year.

 

STREET/DRAINAGE

            Councilwoman Benton reported that the street department picked up trash throughout the City, performed various shoulder work and sidewalk repairs on Pine Barren Road and in Creekside Subdivision and swept 45 miles of streets.  Further, that the drainage department performed routine maintenance and various work orders, repaired inlet boxes at Godley Station Boulevard and Pine Meadow Drive and cut/cleaned a total of 7,915 feet of ditches.  Also, that the Quacco Canal project has been extended to the middle of December.

 

WATER/SEWER

            Councilman Olliff reported that the water department inspected nine (9) new construction meters, repaired one (1) leaking water main and a leaking lateral, changed out/repaired 38 non-functioning meters, notified 36 residents of continuous water usage in an effort to reduce bill adjustments/water loss, witnessed the testing and certification of 16 backflow preventers and performed 320 line locates requested by the UPC.  Further, that EOM responded to one (1) grinder pump call, five (5) sewer leak/repairs and performed maintenance on lift stations and at the wastewater treatment plant.

RECREATION  

            Councilwoman Black reported that gymnastics, dance and tennis lessons continue and that practice for youth basketball has begun.  Further, that the senior citizens had a float in the Veteran’s Day parade in Savannah.

 

BUILDING/ZONING

            Councilwoman Benton reported that 19 single-family residential, six (6) attached unit, 15 multi-family and seven (7) commercial permits were issued since the last meeting, with 191 inspections performed.

 

Under NEW BUSINESS the following was discussed:

 

1.  Alcoholic beverage license for Michael Slade at Mo’Bay Island Cuisine Restaurant

            Michael Slade submitted an application to serve beer and wine at his restaurant at 107 SE Highway 80.  Mr. Byrd stated that a conditional use was approved on November 5th, due to the restaurant being in a C-1 (Light Commercial) zone.  Councilman Royal made a motion, seconded by Councilman Wall, to approve the license.  Motion passed without opposition.

 

2.  Temporary/special event alcoholic beverage license for Carlos Alexis Sosa-Landa at Cottonwood Suites on December 1st

            Carlos Alexis Sosa-Landa submitted an application to serve alcoholic beverages at a wedding on December 1st at Cottonwood Suites.  Mr. Byrd stated that Police Chief Brown has performed the background investigation and recommends approval.  Councilman Royal made a motion, seconded by Councilman Olliff, to approve the license.  Motion passed without opposition.

 

3.  Temporary/special event alcoholic beverage license for Melvin Dukes at Cottonwood Suites on December 15th

            Melvin Dukes submitted an application to serve alcoholic beverages at a birthday party on December 15th at Cottonwood Suites.  Mr. Byrd stated that Police Chief Brown has performed the background investigation and recommends approval.  Councilman Olliff made a motion, seconded by Councilwoman Benton, to approve the license.  Motion passed without opposition.

 

4.  Agreement with Georgia Emergency Management/Homeland Security Agency for grant awarded to fire department

            The fire department has been awarded a Fiscal Year 2018 Homeland Security subgrant in the amount of $50,662.00 from the Department of Homeland Security.  Councilman Royal made a motion to approve the agreement.  Motion was seconded by Councilwoman Benton and passed without opposition.

 

5.  Proposal from Thomas & Hutton for Signal Warrant & Roundabout Analysis of intersection at Tanger Outlets Boulevard and outlet mall entrance

            Mr. Byrd presented a proposal for a signal warrant and roundabout analysis of the intersection at Tanger Outlets Bouelvard and the entrance to the outlet mall.  Councilman Wall made a motion, seconded by Councilman Royal, to approve the proposal in the amount of $17,600.00.  Motion passed without opposition.

 

6.  First Reading on amendment to alcoholic beverages ordinance

            Mr. Byrd presented an ordinance to amend the time for Sunday sales for on premises consumption (restaurants) to begin at 11:00 a.m., stating that the current time is 12:30 p.m. and after the November 6th election, a referendum was voted on in favor allowing the City to change the time accordingly.  Councilman Olliff made a motion to approve the amendment on First Reading.  Motion was seconded by Councilman Wall and passed without opposition.

 

            There being no further business to discuss or the need for an Executive Session, Councilman Royal made a motion to adjourn at approximately 6:14 p.m.  Motion was seconded by Councilman Wall and passed without opposition.
