COUNCIL MINUTES

NOVEMBER 5, 2018

 

 

 

The regular meeting of the Pooler City Council was held on November 5, 2018.  Mayor Mike Lamb called the meeting to order at 6:03 p.m. (delayed due to the public hearing held prior).  Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilman Larry Olliff and Councilman Mike Royal.  City Manager Robbie Byrd, Finance Officer Chris Lightle, City Attorney Steve Scheer and Assistant City Manager Matt Saxon were also present. 

 

            The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilwoman Benton.

 

            The minutes of the previous meeting were approved as printed upon a motion by Councilman Olliff, seconded by Councilman Royal, with no opposition.

 

            The minutes of the October 15th Executive Session were approved upon a motion by Councilman Royal, seconded by Councilman Olliff, with no opposition.

 

FINANCE

            Councilman Royal presented bills in excess of $1500.00 for payment and made a motion to pay, subject to funds.  Motion was seconded by Councilwoman Benton and passed without opposition.

           

PUBLIC SAFETY

            Councilman Royal reported that the fire department responded to 362 calls in October, totaling 3540 for the year and that the police department responded to 1597 calls since the last meeting, totaling 26,427 for the year.

 

STREET/DRAINAGE

            Councilwoman Benton reported that the street department picked up trash throughout the City, poured generator slabs at fire stations 1, 3 and 4 and the slab for the dumpster at station 4, performed sidewalk repairs on Barrington and Pebble Roads and swept 45 miles of streets.  Further, that the drainage department performed routine maintenance and various work orders and cut/cleaned a total of 8,055 feet of ditches.

 

WATER/SEWER

            Councilman Olliff reported that the water department inspected 19 new construction meters, repaired three (3) leaking water mains, changed out or repaired 38 non-functioning meters, notified 49 residents of continuous water usage in an effort to reduce bill adjustments/water loss, witnessed the testing and certification of 15 backflow preventers and performed 460 line locates requested by the UPC.  Further, that EOM responded to three (3) grinder pump calls, three (3) sewer leak/repairs and performed maintenance on lift stations and at the wastewater treatment plant.

RECREATION  

            There was no report.

 

BUILDING/ZONING

            Councilman Allen reported that six  (6) single-family residential, six (6) attached unit and eight (8) commercial permits were issued since the last meeting, with 283 inspections performed.

 

            Mayor Lamb welcomed State Representatives Bill Hitchens and Ron Stephens to the meeting.  Representative Hitchens read aloud a proclamation (House Bill 1687) honoring former Police Chief Mark Revenew.  Mr. Revenew graciously accepted the proclamation, thanking the Mayor, Councilmembers and citizens for allowing him to serve the City for over 33 years.

 

Under NEW BUSINESS the following was discussed:

 

1.  Conditional use to sell beer and wine by the drink at Mo’Bay Island Cuisine Restaurant

            A public hearing was held prior.  Michael Slade, owner of Mo’Bay Island Cuisine and agent for the owner of the property, has petitioned for a conditional use to sell beer and wine to dining patrons, due to the restaurant being in a C-1 (Light Commercial) district.  After review of the criteria, Councilman Royal made a motion to approve the conditional use.  Motion was seconded by Councilwoman Benton and passed with Councilman Allen in opposition.

 

2.  Zoning map amendment for 5230 Old Louisville Road from RA-1 to I-1

            A public hearing was held prior.  The estate of William J. Hunter has petitioned to re-zone approximately 48.46 acres from RA-1 (Residential-Agriculture, limited) to I-1 (Light Industrial) to maintain consistency with adjacent properties that have been re-zoned to light industrial.  After review of the criteria, Councilman Royal made a motion, seconded by Councilman Olliff, to approve the zoning map amendment, contingent upon the building facade on Old Louisville Road being split-face block, improvements being made to the canal, the water main being extended to the property and at least 20' being set aside for the widening of Old Louisville Road, if the proposed width is 80'.  Chad Zittrouer, agent for the petitioner and prospective purchaser stated that he agreed with the conditions.  Motion passed without opposition.

 

3.  Recombination/minor subdivision plat of a 55.04 acre tract on Jimmy DeLoach Parkway

            The four (4) owners of a 55.04 acre tract on Jimmy DeLoach Parkway have submitted a recombination/minor subdivision plat to create Parcels A and B, consisting of 26.51 acres and 28.54 acres respectively.  Councilman Olliff made a motion to approve the plat, contingent upon the conditions placed on the re-zoning in 2005 being met.  Motion was seconded by Councilwoman Benton and passed with Councilman Allen in opposition.

4.  Preliminary construction plan for Whitaker Park Subdivision

            Whitaker Park is the second residential phase in the Easthaven PUD and consists of 75 single-family residential lots.  Councilwoman Benton made a motion to approve the plan, contingent upon NRCS and EPD approval.  Motion was seconded by Councilman Royal and passed without opposition.

 

5.  Final plat for Westbrook, Phase 6C

            Phase 6C consists of 12 single-family residential lots at the end of Blue Moon Crossing.  Councilman Allen made a motion, seconded by Councilman Olliff, to approve the plat.  Motion passed without opposition.

 

6.  Acceptance of maintenance bond for Savannah Quarters S&O Canal Crossing

            A final inspection was completed on October 9th, with all of the punch list items being addressed.  Councilman Alllen made a motion to accept the maintenance bond in the amount of $345,677.13, contingent upon the city attorney approving the bond.  Motion was seconded by Councilwoman Benton and passed without opposition.

 

7.  Special event permit for farmers/flea market at Shepherd Living on November 10th

            Shepherd Living at Savannah Quarters submitted an application for a farmers/flea market with a maximum of 30 vendors participating on November 10th.  Councilman Royal made a motion to approve the permit.  Motion was seconded by Councilwoman Benton and passed without opposition.

 

8.  Proposal from Crossroads Construction, Inc. to redesign entrance at Sam’s Club

            Mr. Saxon presented a proposal from Crossroads Construction Inc. to remove the existing island and replace soil and asphalt at the entrance to Sam’s Club on Tanger Outlets Boulevard.  Councilman Royal made a motion to approve the proposal in the amount of $48,500.00.  Motion was seconded by Councilwoman Benton and passed without opposition.

 

9.  Proposal from Crossroads Construction, Inc. to pave Miller Pines Road

            Mr. Saxon presented a proposal from Crossroads Construction Inc. to pave Miller Pines Road.  Councilman Olliff made a motion to approve the proposal in the amount of $61,500.00.  Motion was seconded by Councilman Royal and passed without opposition.

 

            Aaron Higgins, resident of Forest Lakes Subdivision, commended the police and fire department on their response to a potentially hazardous incident at one of the homes in the neighborhood.

 

            There being no further business to discuss or the need for an Executive Session, Councilman Allen made a motion to adjourn at approximately 6:47 p.m.  Motion was seconded by Councilman Royal and passed without opposition.

 

 

Public Hearing

 

            A public hearing was held prior to the regular City Council meeting on

November 5, 2018.  Mayor Mike Lamb called the hearing to order at 5:45 p.m.  Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilman Larry Olliff and Councilman Mike Royal.  City Manager Robbie Byrd, Finance Officer Chris Lightle and City Attorney Steve Scheer were also present. 

 

            The purpose of the hearing was to discuss a requested conditional use to sell beer and wine by the drink at Mo’Bay Island Cuisine Restaurant.  Michael Slade, owner of the restaurant and agent for the owner of the property, presented the request. 

 

            There being no further discussion, the hearing was adjourned at approximately 5:46 p.m.

 

 

Public Hearing

 

            A public hearing was held prior to the regular City Council meeting on

November 5, 2018.  Mayor Mike Lamb called the hearing to order at 5:50 p.m.  Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilman Larry Olliff and Councilman Mike Royal.  City Manager Robbie Byrd, Finance Officer Chris Lightle and City Attorney Steve Scheer were also present. 

 

            The purpose of the hearing was to discuss a requested zoning map amendment for 5230 Old Louisville Road from RA-1 to I-1.  Chad Zittrouer, agent for the estate of William J. Hunter and representing the prospective purchaser of the property, presented the zoning map amendment, stating that the desired land use will be for warehouses to be consistent with the adjacent properties.  Further, that the conditions that were placed on the adjacent property when it was re-zoned are applicable to this property also.  Rhonda Pippin, resident on Old Louisville Road, expressed concern over the amount of truck traffic already experienced, even with through-truck travel being prohibited.   Mr. Zittrouer stated that the two (2) existing curb cuts will be utilized and that signs will be posted to direct trucks back to Highway 80.  Ron Walker, representing the adjacent property owners (Tyner family), stated that his clients agree to the re-zoning.

 

            There being no further discussion, the hearing was adjourned at approximately 6:03 p.m.
