Public Notice | City Welcomes Heath Lloyd as City Manager

The City of Pooler’s Mayor and Council are pleased to announce the appointment of Heath Lloyd as the new City Manager. With over 18 years of public service, Mr. Lloyd, an accomplished ICMA credentialed manager, brings extensive experience to the role, having held various senior positions in municipal government.

His career highlights include roles as Assistant City Manager, Chief Infrastructure and Development Officer, Interim City Manager, and leadership positions in public works, water management, and revenue. His proven leadership and experience make him well-suited to lead Pooler through its next phase of growth.

Mr. Lloyd has managed a $190M capital budget, overseen emergency preparedness facility construction, and led comprehensive land use and zoning ordinance overhauls. He has also been pivotal in sales tax negotiations, expanding municipal boundaries, and enhancing parks. Recognizing his expertise, Governor Brian Kemp appointed him to the Coastal Regional Water Council in 2021 for regional water planning efforts.

Mr. Lloyd’s community involvement includes volunteer work, mentoring, and active participation in professional associations like ICMA, the Georgia Municipal Association, and the National League of Cities.

He holds a Bachelor’s Degree in Chemical Engineering from Clemson University, a Master of Science in Civil Engineering from the University of South Carolina, and is a “triple eagle” holding Masters Degrees in Public Administration, Business Administration, and Social Science from Georgia Southern University.  He enjoys spending time with his wife of 20 years, Tasha Lloyd, and coaching his two sons, Hayden and Holden.
